

Craig A. Anderson, President of Global Performance Systems, Inc., has
over 20 years of experience in all areas of organizational management
including leadership, strategic planning, financial planning and control,
quality improvement, human capital management, customer analysis, and
business process reengineering. Mr. Anderson is a National Examiner with
the Baldrige National Quality Award Program , and a State Examiner with
the Maryland Performance Excellence Award program, and has helped
clients successfully implement integrated management systems based on
leading commercial and Federal sector performance management systems
including Baldrige, OPM's Human Capital Assessment and Accountability
Framework (HCAAF), OMB's President’s Management Agenda and
Program Assessment and Rating Tool (PART), the Government
Performance and Results Act (GPRA), and the Presidential Quality Award.

After receiving his MBA from the University of Maryland, Mr. Anderson
pursued post-graduate studies in international management at the Institute
for International Studies and Training in Fujinomiya, Japan. Mr. Anderson
began his professional career as a CPA with Price Waterhouse, where he
helped clients design and implement financial management and accounting
systems. Mr. Anderson next went to the U.S. General Accounting Office as
a policy analyst in the area of international trade and finance. While at GAO,
Mr. Anderson served as an internal advisor to GAO's executive leadership
on issues related to the implementation of a total quality management
(TQM) system. The work at GAO, including several working meetings with
the late W. Edwards Deming, led to a lifelong interest in the methods and
principles of personal and organizational transformation. Mr. Anderson also
participated on the first major independent study of the corporate impact of
the then newly established Baldrige National Quality Award. Mr. Anderson
has continued working with the Baldrige performance excellence framework
throughout the fifteen years since this initial exposure to the process and is
now recognized as a global expert on helping organizations achieve
breakthrough results using the Baldrige framework.
After leaving government service, Mr. Anderson opened the International
Foundation for Quality and Leadership in Moscow, Russia, to teach TQM to
Russian managers. Mr. Anderson then served as Associate Peace Corps
Director for the Russian Far East Business Project. Based in Vladivostok,
Mr. Anderson worked with a team of Peace Corps Volunteers to provide
training and assistance to Russian business organizations. Following his
tour of duty with the Peace Corps, Mr. Anderson joined Arthur Andersen’s
Moscow, Russia, office and directed business process reengineering
projects at the Russian Federal Securities Commission and the Russian
Ministry of Agriculture and Food. Mr. Anderson co-founded Global
Performance Systems, Inc., in September 2003.
Lyudmila M. Anderson is co-founder and Chief Executive Officer of Global
Performance Systems, Inc. A native of Moscow, Russia, Ms. Anderson
founded GPS based on a vision that the profound changes shaping the
international economic, political, and social landscape required new thinking
at all levels. As CEO, Ms. Anderson is directly responsible for defining
goals, operating plans, and policies for the corporation, and implementing
board-approved strategies and initiatives. She directs the company with a
business model for the 21st century that is based on agility, quickness,
focus, and a dynamic cross-cultural capability that builds on strengths.

Kathy Zhuo Qu is Managing Director for Asian Operations of Global
Performance Systems, Inc. Based in Beijing, Kathy targets both former
state-owned enterprises and export-oriented commercial businesses as
clients of our integrated management systems solutions. A graduate of
Dalian University with an honors MBA from the Smith School of Business at
the University of Maryland, Kathy brings to GPS a deep knowledge of the
Chinese market as well as extensive overseas experience. In addition to
her work in China, Kathy has recent project management experience in the
United States, South Korea, Japan , Brunei, Singapore, the United
Kingdom, France, and Switzerland.
